CECAN Fellow: Julien Etienne

CECAN Fellowship: Regulating our Future, Food Standards Agency (FSA)

Joint Fellowship (Julien Etienne and Kate McEntaggart). Julien Etienne is a regulatory analyst and project manager, with more than 11 years conducting and leading research projects in the field of regulatory policy. Prior to joining ICF, Julien led projects for the FSA (2013-14) and was a researcher at the Centre for Analysis of Risk and Regulation (CARR) at the London School of Economics (2009-2014). Julien is experienced in qualitative and comparative methods, impact assessments and evaluations. He has worked extensively on regulatory implementation and business responses to regulation. Julien is currently involved in the delivery of one ICF project for the European Commission (DG SANTE), two projects for the Food Standards Agency (FSA), and another for the European Food Safety Authority (EFSA). Julien holds a PhD in political science and sociology, an MSc in public administration and a BA in law. Julien’s research has been published in international peer reviewed journals, including Regulation & Governance, the Journal of Public Administration Research & Theory, Safety Science, and Law & Policy.
